Session blocked

Hi, I was asked in an interview. Why do sessions gets blocked?

Can I get an answer for this.

2 things i can recall now:
1. when users r trying to upadate the rows on which others sessions have acquired a lock..
2. when d database is quiesced. Without the ability to quiesce the database, you would be required to shut down the database and reopen it in restricted mode

a very easy answer, when a session tries to do something what some other session is already doing and has not completed (commited) his task yet. :P
