10g OEM alerts

I've getting peppered with emails from 10g grid

Host=hostname

Severity=Unreachable Start
Message=Agent is Unreachable (REASON = Connection refused: connect) but the host is UP.
Notification Rule Name=Agents Unreachable
Notification Rule Owner=SYSMAN
Notification Count=1

then a minute later I'm getting a cleared alert....

Has anyone come across this before?

my guess is network issues between agent host and repository host are causing this.
