Deleting database in 10g 2 node RAC Cluster ---using DBCA

I have doubt about deleting database using DBCA.
I have installed RAC on windows server 2003 64bit.....its a2 node cluster and there are four databases in this cluster. While creating the first database using DBCA I have selected the wrong character set WE8MSWIN1252 instead of UTF8 I realized after I created the database. Now I want to change the character set to UTF8.
by some means I have found that UTF8 is not super set WE8MSWIN1252 so I just can't use *alter ....* so I have delete the database and recreate it. is it safe to just delete the databse using DBCA and recreate it using DBCA in RAC environment.??
Yes I could delete and recreate the database using DBCA. I had no problem.
but I have another issue. Let me explain my scenario.
as mentioned earliar I have installed a 2 node RAC database on windows with 4 databases. The installation went fine. but the problem I have is 2 of the 4 databases are fine and up but with the two databases I am getting the below error when I trying to connect to the database.
TNS-12516: TNS:listener could not find available handler with matching protocol stack.
TNS-12519: TNS:no appropriate service handler found.
I have check the listener and the tnsnames both look fine.
here the listener file for 3rd database which is APACCRM with 2 instances APACCRM1 & APACCRM2
