Oracle connection timeout server side

I have a little question: how can I set the timeout of the pending connection?
There is a lot of connection in pending because the application fault....

pending connection to what? whats the problem? what is a 'pending' connections in your eyes

In enterprise manager console, under connection, I see some connection open server side, but close client side.
These connection pending for many time and I want, if is possible, reduce the timeout.
