DB Console

Hi. I've recently downloaded Oracla Database 10g.
And I want to start creating new User Accounts. But i can't enter
http://myname:1158/em <--- the web browser gives me a messagge, that i can't ( the same that when I am off line ).
Why is that??

Have you verified that the DB Console service is started (Starting and Stopping the Oracle Enterprise Manager Console)?
