dbconsole license

When you start the dbconsole the first time, it will ask the aggreement of
purchasing license--

I acknowledge and agree that use of this premium functionality requires the purchase of an appropriate license.

I thought before dbconsole is free. This information meams that we have to purchase the separate license? How much is it? How does it works?

dbconsole comes with the database license, it you want to use the packs contained with it you need to buy them
