which temp file must be deleted?

Well, as this is happening in every two weeks, I expect some cron tab job kicked in, trying to clear some temp files and may be deleted your control files. This is just a possibility... By any means, Oracle cannot delete the control files automatically..
Please don't ask what are those temp files
