drop user cascade

If I drop a user cascade....does it save the tables to recycle bin?
or its gone forever.

What does purge dba_recyclebin do? I think it purges all the recyclebin of all users in the database right. So I dont have to
worry about the forgotten recyclebins which every users usually
forget to maintain.
