I am planning to install Oracle 9i (9.2.0.6) on HP-UX 64 bit server, where to download this release? Thanks!

Do you mean a link to metalink ? You need to have a support contract and a metalink account to download patches.

Should I install the previous 9i release like 9.2.0.4 before install the patch set 9.2.0.6? In the document from metalink below, the installation will be terminated.

If you attempt to install this patch set in an Oracle home directory that does not contain an Oracle9i installation, the Installer displays a warning dialog with the following error:
There are no patches that need to be applied from the
patchset Oracle9i patch set 9.2.0.6.0


The Oracle Universal Installer does not allow the installation to proceed. Click OK, then click Cancel to end the installation.

I think that last release for your OS is the 9.2.0.2 on otn.oracle.com

Before install any patch you must have a valid full prior version such as 9.2.0.2 or 9.2.0.4.
