    Thing is that I have reserved ram of around 160 mb to SGA
    and case is that after 40 users are connect to database it is giving me the error. I think 256 mb ram is enough.

    In kernal parameter I have set max_nprocs=2000

    NO other applications are running on the server.

    Try to increase the swap space.
