TNS message not found

Has anyone come accross this error message before

I am running 10.2.0.3 oracle database

Do you have your ORACLE_HOME set correctly ?

yes - have set it and checked with another system whcih is up and running on same server. checked tnsnames.ora as well as listener.ora files for both systems
