Check the "IBI" TNS connect string, may be used by a DB link? Why the database in MOUNT state not in OPEN?

Did you check the TNS connectivity "IBI" and DB links?

can you shed more light on what you mean by TNS connectivity IBI and DB links

I've checked the tnsnames.ora file and it lloks OK - the port number in the tnsnames.ora and the listener.ora files are the same

I think it is trying to make a connection thru the TNS entry 'IBI' and failing. Consult your DBA and ask him to check the connectivity.
