ORA-12571:TNS:packet writer failure

when install oracle and during database creation i face
ORA-12571:TNSacket writer failure and database configuration assistant session was terminated and database creation aborted
when i run dbca as a stand alone to create database and i face the same problem,can anybody help to diagnose this problem
