Oracle Error: ORA-20000

Hi DBA's

One of my databases is giving me a ORA-20000

Error : ORA-20000: The Oracle RAISE_ERROR Procedure has detected the following Error: ORA-0000: normal, successful completion

Can someone please explain to me what this Error means.
Where do I start looking in the database to fix the error?

Does the Ora:20000, does it raise the Ora:00000 Normal completion.
Why is ORA:0000 a oracle error as well? When it in fact raises a error to say normal completion?
The explanation for the error isn't that clear if you search for it, that's why I thought I would raise the question in the forum and hear some of your explanations as i am sure most of you have come across this error.
