Oracle System Privilege - Administer Security

Can anyone tell me what this privilege is and better yet where there might be some documentation on this privilege. I have searched the web and Oracle documentation for both 9i and 10G and can't find any reference to it other than the name.

The ADMINISTER SECURITY privilege is assigned automatically to CTXSYS, MDSYS and WKSYS. This privilege can't be granted directly by issuing the GRANT command.
