Ref crm001 Salary 30000 tp 34500 aed per month Department: Information and Technology Reports To: Chief Financial Officer Objectives • To lead the Information and Technology (IT) department within Dubai Operations of our client. • To formulate, document and co-ordinate the delivery of an appropriate IT strategy in response to the 5-year business plan and subsequently, to produce the IT development and operating plans and budget. • Within the budgetary framework and with full accountability, take responsibility for all aspects of the development and provision of IT services. Also to manage and report the performance of the IT department. The measures of success will depend on achieving business and financial goals as well as on the successful implementation and use of information systems. • Within specified areas of responsibility, using the incumbent’s own background skills and applying the skills of others, to recognise and actively seek ways to exploit information technology to address complex business, organisational and technical issues, of both a conventional and innovative nature. More specifically, to work actively with the other Heads of Departments to develop and use IT effectively within their respective departments and on a co-ordinated basis in client, Dubai as a whole. • To help formulate and then to implement all IT related corporate governance issues including relevant policies, standards, legislation and regulation and an appropriate audit and review cycle. Key Responsibilities: The Head of IT is responsible for: • Acquiring and maintaining a sound knowledge of our business and its operating environment. • Working closely with all Heads of Departments to understand their IT requirements and in particular related to E-services, Sales management, Facility / Asset Management and upgrade of Management Information System • Ensuring that the IT strategy is aligned with the client, Dubai Business Strategy. • The effective deployment of an IT Operational and Capital Budget • Leading the process to identify, develop and implement appropriate IT policies and standards, especially in the following areas: - IT Service Management - Project Management - Information Systems Development - Information Security Management. • The agreement of the IT department’s measures of performance, performance targets and subsequently, the management of the IT department’s performance. • The provision of a monthly written report to the CFO on all aspects of the IT Department’s performance. • The management of the business-level specification of the IT Services architecture, including agreement of appropriate IT service levels. • The technical specification, purchase or development and implementation of IT Services. More specifically, responsible for all stages of significant, large software, system or infrastructure development projects and the effective deployment and usage of assigned resources. Using requisite experience and professional ability to maximise productivity while ensuring that projects are completed within planned timescales and resource estimates. Delivery through the use of accepted project management methodologies and project teams. • The management of (IT) operations on a day-to-day basis to deliver IT services to agreed Service Levels. • Ensuring the maximum, secure availability of information and information systems throughout the Company and for helping to ensure the quality of this information is acceptable and appropriately managed by: - Office Automation systems - Formal business systems - Management information systems. • The provision and management of ICT infrastructure services including Local and / or Wide area networked clients and servers, Telecommunications and outsourced services. • All aspects of selection, recruitment, career development, training and on-call availability for subordinate staff. • Other duties as may be required from time to time Person Specification Skills and experience required: Essential Qualifications Experience • Certification or significant, demonstrable experience in the following areas: • PRINCE2 (Project Management) • MCSE / MCP (Microsoft Technologies) • ITIL / BS15000 (IT Service Management) • Business Analysis (Enterprise Architecture) • 10 years+ IT experience which will include a strong knowledge of Desktop Networking (LAN/WAN), Project Management, Eservices and Web Technologies • Active membership of a relevant professional organisation Essential Knowledge & Skills • Has gained in-depth commercial and technical expertise, in a variety of environments. • Must have an established track record in developing and delivering an appropriate information, systems and technology strategy within an organisation of equivalent or greater size • Experience of management of the successful delivery of software / hardware projects to specification, on time and within budget. • Proven expertise in IT infrastructure planning and development • Can demonstrate the special leadership skills needed to handle innovation and change resulting from the implementation of new information systems and technology solutions. • Strong team building and people management skills; must show the ability to delegate effectively to more technical staff, whilst maintaining full management control. • Inspires and enables others to follow the same high standards. • Demonstrates current and thorough understanding of developments in the application of IT and has the ability to assimilate and interpret advice from specialists - technical or otherwise. • Good commercial acumen • Good working knowledge of IT standards and codes of conduct. • Shows sensitivity and an awareness of the social, environmental and corporate impact of IT. • Able to demonstrate strategic experience and strategic thinking • Ability to effectively prioritise and execute tasks in a high-pressure environment • Excellent negotiation, written and oral communication skills, must be able to communicate confidently and effectively with colleagues at all levels of the organisation. • Experience of the development and operation of interactive websites. Desirable • e-Strategy development experience. • Information security management (BS7799) experience. • Educated to degree level
