    how to handle smart quotes in oracle

    We are using content management system. we have developed the application using Java,J2EE, Struts and Oracle 9.2.0.1.0 database. we are facing an issue with the smart quotes copied from MS-Word. Whenever a user copy and paste a text which includes smart quotes (both single and double quotes) and submit that text from java application, it stores in oracle database but the smart quotes are getting converted and stored as different characters in the database, like this "July ¿ 05 ' leadatricle=¿N¿ ¿Y¿". Can anyone help me in solving this issue please
