Have you looked at using OEM for alerts? You can also write your own with the system packages. Or you can buy something from Quest, CA or many other vendors.

Sending email can be done via PL/SQL (http://asktom.oracle.com/pls/ask/f?p...D:255615160805) or a Unix shell script using the mailx command. To send a text message to a mobile you will need some purpose built software; I use telalert (http://www.calamp.com/pro_telalert_ums.html).

Here is an example shell script that will email you when tablespace usage exceeds 90%. Perhaps you can modify it for your needs.

Oracle Grid Control 10g will monitor tablespace usage and send you an email out of the box. Monitoring 8i databases using 10g Grid Control is supported.
