Angry windows Services not responding to startup/shutdown

On Win2003, the Oracle services are not responding to startup/shutdown. I installed 9206 Enterprise edition. When I stop or start the oracle services the db doesnt respond. I am attaching a zipped bmp file for your viewing.

Thre is a SPFILE created as well as IFILE pointed from e:\oracle\ora92\DATABASE directory to pfile directory.

I tried Oradim to re-create the services but no luck. The only way I can start the db is via sqlplus. Oracle support is choppy. Any help is appreciated.

    thanks

Do the Windows services really start?

    Do they respond to:
    net start OracleOra92TNSListener
    net start OracleServiceTEST
    and
    net stop OracleServiceTEST
    net stop OracleOra92TNSListener
(At the command prompt. Change service names to match yours)?
