Locking Issue

Web based application (9i AS)
If I save the record in Oracle FORM (Eg -test1.fmb), it will call form Test2.FMB. meanwhile i update the record through sql plus all the sessions hanged in the database until the update is complete.

Any other way to overcome this issue.

different rows Not same row.

if it´s different rows then it impossible that all sessions in the database hang
