    Ora-01031insufficient privileges

    $ sqlplus /nolog

    SQL> connect sys/oracle as sysdba
    Connected to an idle instance.
    SQL> startup nomount pfile=initspdemo.ora
    ORA-01031: insufficient privileges

    I am trying to create a database and i am getting this error .
