Why not use query rewrite function

We use oracle9i standard version.
I create a MV with same Select sql as a existing view.
When I set a session with parameters QUERY_REWRITE_ENABLED=TRUE
and try to run "select * from existing_view"
Then I get same explain before I create MV.
Why it not use query rewrite function?
