(seems more related to the network server configuration, not necessarely Java libraries)
Two Oracle Configuration Tools that did not install where: The Agent Configuration Assistant and the Starting HTTP Server tools.
2) The Agent Configuration Assistant gave: No value for the NODEINFO + Starting HTTP Server gave a message : (Error resolving hostname: localhost).
3) Could all these problems be related ?
are the two network problems related, yes. Are your install problems related, don't know without more information
PS: I performed a relink all command as suggested, and I still get the same problem with the DBCA.
and what did it say? Where there any errors?

relink all
Hello Jeff,
After performing the 'relink all' command, I still get the same Java Runtime Errors when trying to invoke the DBCA.
PT
PS: What puzzles me, is the technical note on Metalink indicates that I can simply, ignose the Pop-Up message and continue with the installation, which I did.

oradata
Hello Jeff,
Let me just mention, that I noticed that there were no oradata directory that was created during the installation.
I don't know if that is significant or not.

Other issues
Hello Jeff,
I am not in front of the computer for the moment.
I did the 'relink all' command and dumped the result in a file.
I can't try the commands that you have suggested to me for the moment. I can take a look at the relink all command and send you some possible error messages.

PS: Let me just mention, also since I did several installations. I tried to uninstall previous installation with the OUI. For some strange reason, it allowed me to place check marks on the components to uninstall, but did not actually uninstall them. Any reason for this ?
PS: I also tried to reinstall over a previous installation directory, because I read that it can be done, but I got the feeling that the OUI did not reinstall at all. (???)

In Oracle 9i, Uninstallation (through the OUI) doesn't actually uninstall oracle.

If you have mangled your Inventory, I think the best way is to rm -rf the whole tree and start over.
