If you have 9i or 10g with an spfile then do this.
Code:
ALTER SYSTEM SET nls_lang='AMERICA'
SCOPE=BOTH;
ALTER SYSTEM SET nls_territory='AMERICA'
SCOPE=BOTH;
Otherwise find your pfile and change it there. It should be in $ORACLE_BASE/admin/sidname/pfile
or if you are running Windows contrary to Jeff's good guidance then it would be:
$ORACLE_BASE\admin\sidname\pfile

NLS_LANG is not an initialisation parameter, it's only enviroment variable. So you can't set it for the database, neither with "ALTER SYSTEM SET ..." statement nor by editing init file. You can set it only on your OS level.

Depends on your OS. Ask your sysadmin to axplain you about enviroment variables....
