I'm not sure what you mean by SQLDBA. SVRMGR was the interface for managing Oracle up until Oracle 9i. In 9i there is no SVRMGR you need to use SQLPLUS connect sys as sysdba. Also internal no longer exists. Is this what you were looking for?

SQLDBA used to be with Oracle 7.0
    I used it on OpenVMS.

Neither SQLDBA nor SVRMGR is with 9i+. Only SQLPLUS.
