10g and listener problems

Dear All
I have
* Oracle 10g R1 EE on Windows XP Pro
* Running web application based on JSPs on Tomcat

after starting the database for some time listener starts to generate ORA-12500 that it can not start a dedicated process.

This is a development machine means that I have SQL+ , database , Java development tools are all open ,, can this be a machine speed process ( I am working on P III 700 + 256M RAM ) despite that I used to work very good on 9i R2
