ocp 9i dba exam

Hi i need some info.

Actually i have completed the sql/plsql exam in july 2001. After that i did not continue. Now i want to continue for 9i dba.

1 Can i directly write the fundamentals 1 and get the oca.
2 For getting OCP should i take any hands on course or no need for that course also. I saw in a brouchere that "anybody taken atleast one exam towards ocp credentials before sep 2002 they do not need to take any course". Pls guide me.
