What operating system are you running on ?
What version of Oracle are you on ?
What command are you shutting down the database ?
When do you see this message ?

Usually this message appears when the database i not open and you try to connect

    Cheers

So you shut the database down with no users logged on and then once it has been restarted the user then trys to reconnect ?

get the user to completely come out of their application after you have shutdown the database and then once the database has started up get them to try and reconnect

    Cheers

This is definitely a networking issue - Oracle networking that is, probably the ODBC layer.

I have seen this issue at our site, and it is inconsistent - sometime it happens and sometimes it does not !

I have 2 questions, by you restarting the DB, is the user able to connect again ? If so, that is wierd !
Is only that user having a problem connecting, or others also with similar setup ?

I would guess that the ODBC driver needs to be re-installed. It seems that some other Windows product may have over-ridden the .dll

Please answer my questions and try what I suggested, if this does not work - let us know.
