Nuts-and-bolts is a DBA who uses SQL*Plus to manage the database, knows how to do everything from the command line and deeply understands oracle architecture.

Tools-and-props needs pretty tools to manage oracle, provide a pretty interface and perform administration functions.

no 3 is preety good, but if a DBA can make things work with 1 as same or equivalent to 3 then hes gr8 DBA !!
