I had got a error message in PMON_xxxx.trc file,
please see below,

why? and i found it after user complaint system slow down!!!
Those error will cause system slow down?

I faced this problem earlier. I found user has given very big process and it has eaten up all the resources.
You may want to increase the size of Library Casche. You should be OK.
Infact, restarting the DB should be OK. As long as the query is not running same query.
Try and let me know the result
