would the db blocksize play a major role on heavy inserts into a table:
8K vs 16K ????

It depends how big your rows are! How long is a piece of string?
I think you are probably better of with the smaller block size (8K), this is what oracle recommend for an OLTP environment.
Your time would then be better spent worrying about other aspects of performance tuning.

Yes it does...
Inserts on smaller blocks is better and Reads on larger blocks is better.
