SQL*Plus doesn't run after patching OUI to vers 2.2.0.18
I have a new install of Ora 9.2.0.0 on an Win2K server.
I did not create a default DB with the installation.
I want to patch to v9.2.0.3 but to do so I have to patch the Universal Installer to 2.2.1.18 from 2.2.1.12.
I unzipped the OUI patchset .jar file in a new folder that I created under the bin folder. e.g. oracle/ora92/bin/OUIpatch ... and ran the patch from there.
It completed successfully and the OUI now shows as patched to v.2.2.1.18
However, when I try and invoke SQL*Plus I get an error message:
"The dynamic link library oraclient9.dll could not be found in the patch specified."
It then lists a series of paths INCLUDING "oracle/ora92/bin/OUIpatch" but not "oracle/ora92/bin", where, in fact, the .dll actually is.
Have I run the patch from the wrong location?
If so - what do I do to unravel this?

Can I add that the SQL*Plus executable is now in the OUIpatch folder and not the Bin folder?

And if I copy the SQL*Plus exe file back to the BIN folder it runs fine.
But why has the OUI patch process moved these files? And what else has it moved?
I'm of the opinion that I should uninstall Oracle completely, & re-install 9i from scratch.
But what's the best procedure for patching to 9.2.0.3 given that I followed the instructions in the first place? (Or thought I did)

Well just in case anyone was wondering ...
The OUI upgrade must be run OUTSIDE the Oracle Home. The docs (README etc) that come with the patch (e.g. note with patch 2878462) make no mention of this but note 234944.1 does (apparantly).
The note says that the installer may hang if run inside Ora Home but I'm certain if I run it outside the Ora Home it will not affect the installed files under the BIN directory.
So its uninstall and reinstall time folks. You live and learn.

The easy take would be to reinstall 9i, patch the installer and then patch the oracle.
I know it is painful
