can not start a xterm(exceed) session
I can not start a xterm session using the new user id. But id oracle can start a xterm session.
Can anybody tell me what's the problem?

Not sure, but you may need a .dtprofile in your $HOME. (We need it in AIX)
You Unix admin can create it.
