Migrating from 9.0.1.1.0 to 9.0.1.4.0
I have a database in an oracle_home that is 9.0.1.1.0 and can not at the moment patch the home to 9.0.1.4.0 yet. I have another oracle_home that is 9.0.1.4.0 so I am planning on moving this particular database over. Because the major builds are the same, differences being the patchset, is it safe to shut the database down, move files to the new home, change environment variables, and bring it back online in the new home. If so, which scripts if any do I need to run against the database once it is back online?

Do a startup migrate and run catpatch.sql.
Read the README that came along with the patch for more details...

So basically by moving the datafiles to the other home, I am just going to skipp the installing of the new binaries step, and once the database is opened, start with the catpatch.sql script as instructed in the readme and all other necessary scripts in the following steps? It sounds easy enough....am I missing anything?

Don't forget to startup with migrate option and just complete all the pre-requisites mentioned in the README file. Thats all.
