    Arrow connect sys as sysdba

    I have installed oracle 9i database on one machine.On command line when i run-
    c:>set oracle_sid=orcl
    c:>sqlplus /nolog
    sql>connect sys as sysdba..this gives me error insuffiecient privileges.
    however when i connect sytem/manager...it allows me to connect.but my problem is that i have to create another database on the same machine for which i have to connect sys as sysdba.please suggest..?
    secondly i tried to change the password file by running orapwd utility-
    c:>orapwd file=c:\orahome\database\PWDorcl password=oracle entries=50;
    this helped once but when i rebooted the computer again same problem of insuffient privileges exists.please suggest...thanks
