    ALTER DATABASE db1 CHARACTER SET WE8ISO8859P1

    I want to change my database character from UTF8 to WE8ISO8859P1
    I am not sure what I do is safe ,

    ALTER DATABASE db1 CHARACTER SET WE8ISO8859P1;
    ALTER DATABASE db1 NATIONAL CHARACTER SET WE8ISO8859P1;

    I heard the control file need to be recreated...

    Why is it necessary to change the character set after creating the database.
    Even though u can use the Alter database command to change the character set but Oracle recommends to take care about the character set before creating the database as u can encounter problem in your data while converting it.
    U need not recreate the controlfile after using the Alter database command.
