QUESTION1: Why do I have 2 separate service handlers for the spin database:

QUESTION 2: Why do I have INN showing this as the service handler:

probably you listed it in the listener.ora file, and it also registered itself (8i onwards).
You shouldn't need to list the db in listener.ora if your setup is pretty standard, which i guess it is otherwise the instance wouldn't auto-register.
