Controlfile does not get updated when you create a user account.

    It mainly contains :

    1) database name and instance name
    2) time stamp of db creation
    3) name and locations of datafiles, online redo logs
    4) location of backups if using RMAN
    5) current log sequence
    6) checkpoint information
    Regards
    CF

When a user acct is created, the control file will not get updated.
