Where is net assistant file?

The net8 assistant did not show under the program of Nt. I was trying to find the file to launch net8 assistant (8i), but don't know where is the file and the exact name of the file.

What version of oracle? ie: for 8i It is in :
C:\oracle\ora81\network\tools

and run this :
C:\oracle\ora81\bin\launch.exe "C:\oracle\ora81\network\tools" netca.cl
