Developer needs to be installed in a new home, go to metalink and get the doc that explain how to instal developer and other products on the same comp.

Just change another meaningful directory and it will let U go through.

I have done several machines(at home) successfully by this way.

After you get Developer installed, you still have the issue of telling it how to talk to the server, even when both are installed on the same machine. Somewhere on Oracle's web site there are instructions for doing this, try searching under "developer" and "standalone". It involves setting up a listener and directing it to the server via a TCP connection.
Let us know how it goes.
