Take a cold backup of the oracle8i database and store it in safe place and make sure you can restore it and it works..
1)install oracle9i software in a different home follow the OFA guidelines for this
2)either use the import export utility to do the migartion if your database is small or use the oracle migration assistant
3)Test Test Test your database particularly if your application makes use of oracle data dictionary heavily
4)your backup scripts also migh need tweaking in case you use svrmgrl utility in them..
These are from the top of my mind..myabe others could chip in their 2 cents

I would create the test environment with the same method you will use to do the migration. That is, migration assistant or exp/imp for both migration and creation of the test environment.
The new features handbook claims that there are differences in PL/SQL between 8i and 9i, but i havenĀ“t done a migration to 9i yet though.
