Oracle calls Migration the process of transforming DB to newer version, e.g. 7->8, 8->9.
The Upgrading is the process of transforming DB to newer release of the same version, e.g. 8.1.6->8.1.7 or 8.1.7.0->8.1.7.4.

You have to be careful with his type of migration especially if you've just upgraded it can cause servere problems and in many cases a loss of 'functionality' for a couple of weeks
