    databse not shutting down

I made a few changes to the init.ora file (removed comments from log_archive_start, and log_archive_dest) and saved it. I tried to connect as internal/oracle through the svrmgrl in 8i and did a startup but i get the ORA-01081:( cannot start already-running ORACLE - shut it down first) error.

when i do a shutdown, i get the ORA-01034: ORACLE not available error.

How do i shutdown the database and start it up again?
    Thanks.

    Is your ORACLE_SID set correctly?
