In 8.1.7
>> lsnrctl
lsnrctl> dbsnmp_start
in the lsnrctl utility you can type "help" and get more info.
The commands
dbsnmp_status and
dbsnmp_stop
may also be useful.

the Enterprise Manager Configuration Assistant failed to create a service for the Oracle Management Server. This is documented in Bug:1287080 - EMCA NEEDS TO DO THE CREATION OF THE NT OMS SERVICE
1. At the MS-DOS prompt, change to the %ORACLE_HOME%\bin directory. 2. Run the following command:
omsntsrv -i
where is the EM home name. For example, omsntsrv -i OraHome817
3. A service named should now appear in the Services list of the Windows NT Control Panel.
For example,
OracleOraHome817ManagementServer
good luck
