can anybody explain why and when the dba_ddl_locks views is used by oracle ? when we have v$lock and v$locked_object views to find locking information.

V$LOCK and DBA_LOCKS basically provide the same info but in DBA_LOCKS the information is in more understandable format.
DBA_DML_LOCKS and DBA_DDL_LOCKS provide information about the cuurently held DML and DDL locks respectively.
You must run catblock.sql in order to create these DBA_ views.
