Are you trying to install from cd or from oracle's site?
Oracle 8.1.7 on Pentium 4 bugs,Oracle installer won’t run on Pentium 4
do the following step:
1. copy the entire CD to somewhere on your hard drive
2. go to the INSTALL folder and edit the file named oraparam.ini( oracle817\install\oraparam.ini)
3. open this file and
Save it and start to install by using the software that you have copy to your hard drive
