When you enter svrmgl, is your window set for the new database, or are you still trying to do create database against the database you are logged in against (which, of course, has already been created)?

If you want create a new database in windows , first of all u need to create a service using oradim utility...
After that .. set the ORACLE_SID= and
run the svrmgrl command...
Otherwise if you want to create a new database in unix ,
Just set the ORACLE_SID= and pfile ..
And run the svrmgrl and create the database.
thats it!!!
Happy DBAing....

just use dbassist GUI Interface ( UNIX) to create a Database .
then continue creating the database or save it to a shell script and execute later.
