Is there a way of determinig how long an object has been locked for ?

Once you have eliminated all of the impossible,
whatever remains however improbable,
must be true.

The CTIME column of the V$LOCK view tells you how long the lock has been in that mode. That's about the best I can do off the top of my head.

Yes CTime specifies the time since the current mode was occupied. The time is stored in 100th of a second.

Will you please tell me CTIME is showing in Minutes or Seconds in the time for Duration of Locking the table.

It is SECONDS, not 1/100th of a second.
