Hi,
Can some one advise me what will happen if DBA set the size of DB_BLOCK_BUFFER & LOG_BUFFER too large in the init.ora file? Will it degrade the database performance?

You may set DB_BLOCK_BUFFER as high as you wish as long as you do not reach the point of paging or swapping. Then performance will really suffer!
If LOG_BUFFER is very large then the background writes will be seldom triggered. Accordingly, redo will have to be flushed by sync writes. So you will have lots of "log file sync waits" which directly affects the commit respond time.
