Try not using a pfile - name or copy the init.ora file for TEST to inittest.ora and place it in $ORACLE_HOME/database. Open a DOS or Command Prompt window. Check the ORACLE_SID by typing echo %ORACLE_SID% (return). If the SID is okay (which you can set in My Computer>Properties>Environment), start svrmgrl, connect internal, startup.
